Manager, Digital Rights Policy


The Opportunity

Today, consumers are facing a whole new set of challenges in a digital marketplace where tech companies hold the power to shape people’s lives.


Consumer Reports is seeking a manager for its technology policy advocacy team in Washington, DC or San Francisco. You will coordinate a team of advocates working on behalf of consumers on emerging consumer protection issues  in areas such as platform responsibility, algorithmic bias and discrimination, dark patterns, deceptive advertising, and AI.

What you will do

  • Develop strategies for effectively advancing and advocating for Consumer Reports’s policy priorities on tech consumer protection issues.
  • Manage other advocates who are working on privacy and digital rights issues
  • Direct legislative and regulatory outreach to clearly and persuasively communicate on behalf of consumers.
  • Lead efforts to develop regulatory comments, letters, fact sheets, and other materials for the policymakers, media, and activists to advance CR’s advocacy goals.
  • Testify before Congress, state legislatures, and government agencies.
  • Partner with other CR advocates working on related issues to help develop CR’s policy objectives on cross-cutting issues, such a competition, platform accountability, and product safety.
  • Work across Consumer Reports to support other teams including Digital Lab, content, mobilization, and testing.
  • Coordinate with external partners and coalitions, as well as interdisciplinary internal teams across all CR functions.
  • Represent CR in various private and public forums, including public speaking and media appearances on a diverse range of tech policy topics.


About You

  • You have a Bachelor's degree or an advanced degree in policy, government, law, computer science or related technology field (preferred)
  • You have done legislative and regulatory policy work
  • You have experience managing other employees
  • You are well-versed in issues tied to technology, digital rights, consumer protection, and/or the digital marketplace.
  • You are comfortable with public speaking and engaging with the press 
  • You have strong research and writing skills
