CR is currently hiring a Manager, Advocacy who will lead Consumer Reports’ policy efforts to realize a marketplace in which consumers’ interests are protected and in which consumers are empowered to make powerful, informed choices while being protected by laws and other policies.


As a Manager, Privacy Advocacy, you will report to the Director of Technology Policy, and will be responsible for developing and implementing CR’s advocacy strategy on privacy advocacy. This includes advocating on federal and state privacy legislation, agency enforcement and rule-making, and corporate engagement.


Under our CRFlex program, this is a hybrid position that is eligible for remote work!


How You’ll Make an Impact:


You will develop and execute our advocacy strategies on commercial privacy issues, manage and mentor other advocates, and work closely with state and federal policymakers in crafting better legal protections. You will ensure CR is viewed as a leader on privacy issues by speaking at events, testifying before Congress, and communicating to companies, the

press, funders and allies on issues around our strategic goals and initiatives.


  • You will serve as the policy lead on privacy issues.
  • You will support the Director, Technology Policy and senior leadership across key areas of the organization including testing, content, development, marketing in developing a long-term vision and a proactive organizational and marketplace strategy to empower and protect consumers, in coordination with a federal and state advocacy strategy.
  • You will manage policy staff on privacy to achieve CR policy goals.
  • You will partner with Director, Technology Policy to develop coordinated testimony, comments, letters and other formal documents that reflect CR’s strategic goals.
  • You will represent CR – and the interests of consumers – as a CR spokesperson for policy related initiatives and by speaking at events, testifying before Congress, and communicating to the press, funders and allies on issues around our strategic goals and initiatives.
  • You will ensure CR is viewed as an influential leader on privacy issues.
  • You will partner with colleagues across product testing, journalism, communications, development, and digital products to identify opportunities where our expertise in testing, ratings and other evidential findings can help spur changes in the marketplace, policy or regulation. Work closely with partners in content and testing to identify and advance marketplace solutions, including coordinated communications with the companies who are in direct position to implement them.
  • You will use the scientific evidence generated by CR’s testing, research and content teams, identify critical gaps in consumer rights that can be addressed through marketplace and policy change.
  • You will marshal results of testing and journalistic inquiry for use in work through Congress, the regulatory agencies, and where needed, the courts, to drive strong standards for products.
  • You will drive creative solutions in concert with CR’s Mobilization team and membership to advance consumer engagement by designing and launching consumer campaigns that champion the rights of consumers and achieve policy, regulatory, and marketplace victories.
  • You will identify, secure, and manage external coalitions with other non-profit organizations and influentials that add value and capacity to our work.
  • You will participate in the design and execution of assigned CIA’s policy strategy, with its expressed focus on changing marketplace behaviors to prioritize the interests of consumers.
  • You will partner with the VP of Development and others to support the engagement of funders and donors to secure major investments in support of this work.
  • You will advance the strategic and tactical work across multiple divisions within the organization with grace, respect, and diplomacy.


 You’ll Be Highly Rated If:

  • You have at least 5 years of experience in policy leadership as an advocate or policymaker.
  • You have deep, meaningful, and recognized subject matter expertise in privacy.
  • You understand the scale, nuance, market players, consumer behaviors, and political discourse surrounding the issues.
  • You have demonstrated skills in a wide variety of settings with a skill for, familiarity with, and level of understanding of, federal and state legislative and regulatory processes.
  • You have strong political acumen.
  • You have an understanding of building and working with distributed, participatory, community-driven leadership.
  • You have an appreciation and understanding of the consumer movement and its potential impact on issues including corporate and state power, economic and social inequality, and environmental sustainability.
  • You have the ability to effectively persuade others to listen, commit to, and act on a new approach and to gain support from others without relying on positional authority.
  • You have demonstrated ability to speak, write and present information in a clear, concise and compelling manner that is tailored to a particular audience.
  • You have a strong ability to forge solid working relationships with colleagues across the organization.
  • You have a desire and commitment to establish a partnering and trusting relationship with internal and external stakeholders.
  • You have strong analytical skills and excellent communications skills required including the ability to translate complex ideas into understandable written and oral statements.




Our Commitment to Fair Pay

At Consumer Reports, we are committed to fair, transparent pay and we strive to provide competitive, market-informed compensation. The target salary range for this position is $130,000.00 to $150,000.00. It is anticipated that most qualified candidates will fall near the middle of this range. Compensation for the successful candidate will be informed by the candidate’s particular combination of knowledge, skills, competencies, and experience.
